Rostov-on-Don is a port city on the western side of the Southern Federal District and Rostov Oblast near the River Don beside the eastern European Plain. The city divided is into eight districts. The city was founded in 1749 as a customs house settled on the River Temernik on the boundary of Don erected by the daughter of Peter the Great Empress Elizabeth. The city was granted township status in 1796 and become the administrative center of Rostovsky Uyezd. Rostov-on-Don got Coat of Arms, a decorated symbol and a Flag in December 1996.
